Rio Hondo Pottery spotted dog.  Rio Hondo of El Monte, California produced many cute novelty figurines like this dog from the 1930's to the 1950's.  This guy has his hind leg up.  He is 4.5 inches long and 2.25 inches in height to the tip of his tail.  There are no chips, cracks or damage to mar this cute little guy.
